Business Development Update June 2017

The last 12 months have been a time of significant political change and upheaval in Government and this has led to some uncertainty and delay in the tendering of publicly funded services. There has been some activity in the allocation of ESF funds but there is still uncertainty about the future of these kind of programmes and what might replace them.

Though change and uncertainty will continue there is some tendering activity already underway or about to begin in both the welfare to work and justice spaces. We outline below where the main opportunities are:

DWP

National Work and Health Programme – This procurement exercise is only open to prime providers who have a place on the DWP's Umbrella. The tender is now in its dialogue phase and bidders have well developed models and have identified their end to end providers. There is likely to be opportunity in the coming months for providers who can deliver specialist interventions on a spot purchase basis.

Greater Manchester Working Well – This is the Work and Health Programme in Greater Manchester which is currently being tendered by Greater Manchester. At this stage, there are 3 providers still in the competition and there will be a dialogue process over the summer. 3SC is working with one of these primes and has the role of creating and managing a supply chain that can deliver specialist interventions.

London Work and Health Programme – This is also being tendered by the devolved administration and is being let as 4 lots. As with Greater Manchester there will be a dialogue process over the summer. 3SC is working with one of the shortlisted primes and has the role of creating and managing a supply chain that can deliver specialist interventions.

Dynamic Purchasing System – The DWP have developed a Dynamic Purchasing System (DPS) which it is using to let small contracts funded through the flexible support fund. 3SC has a place on this framework and we have recently won and rolled out a contract in Chesterfield. We hope to develop a range of contracts with a view to developing and maintaining a useful ongoing income stream for delivery organisations.

The DWP also plan to re tender the mental health support contract that runs alongside Access to Work. It is expected that this service will be out to tender soon.

 

MoJ

OLASS – Will be retendered this summer and the new programme will have a much stronger emphasis upon employment, helping prisoners be in a better position to find work upon their release. 3SC will be exploring this opportunity and hope to be able to engage with it. 

BASS3 – The MoJ are currently re-tendering the Bail Accommodation and Support Service and again this may offer an opportunity to pursue in the coming months.

 

Other Opportunities

At 3SC we are always looking for ways to adapt to the changing market and for new opportunities. With the current political uncertainty and continuing austerity this is very much the case at present. As a result, we are exploring a range of opportunities that could result in sustainable income to enable our partners to thrive and continue to deliver important services. The areas of potential new opportunity include:

· Social Impact Bonds;

· Health Funding (NHS are considered the health benefits gained from helping an individual progress into work);

· Work for corporate customers who are subject to the Social Value Act.
